We were delighted earlier this year to welcome two new staff members into the fold. Paul Dunn MBE, who some of you may know joined us as Solutions Architect and Adviser and Andy Shield, is our Savings and Research Specialist working with customers to help them evidence the cost effectiveness of their schemes.
Paul Dunn MBE, Paul has 17 years of experience as a national lead for Anti-social Behaviour (ASB) and has been instrumental in designing new and effective ways to address the key challenges local partnerships face. Paul acted for the Metropolitan Police for 12 years as their key ASB Adviser where he was responsible for chairing the successful London ASB Practitioner and ASB Manager Forums and being the Project Manager for the London ASB Board. He was seconded to the Government Office for London to assist with the National ASB Plan in London.
Paul was the key adviser to the South Australian Government in designing new crime and ASB legislation and assisted also in introducing Corporate Social Responsibility legislation for the New South Wales Government.
Paul has also worked as a Community Safety consultant in both the London Borough of Ealing and The Royal Borough of Kensington and Chelsea, with specific responsibilities for improving partnership working, problem-solving, introducing the new ASB tools and powers and addressing risk and vulnerability.
Whilst working for Capsticks Law Firm as an ASB and Safeguarding adviser to it’s many clients, Paul developed and managed the London ASB Advisory Service. As part of this role he recently assisted with the London Borough of Tower Hamlets Strategic Partnership by reviewing and redesigning their local ASB services.
Paul has worked across the UK, training local partnerships, presenting effective solutions and assisting cross-sector organisations to effectively manage ASB. Paul is also the partnership Ambassador for the Charlton Athletic Community Trust and a key adviser to a number of voluntary sector organisations and government departments.

Andy is responsible for producing reports that highlight the savings clients have made since using our suite of products. For example, a recent report for Peterborough City Council calculated that its Pupil Referral Service had saved in excess of £14 million over a three year period.
Prior to joining Empowering Communities, Andy ran one of Kent’s leading digital agencies. During this time, he worked alongside many public sector organisations and private sector corporates, including Croydon Council, the NHS, Medway Council, Visit Kent, West Yorkshire Fire and Rescue Service, ASOS and Expedia. While as a writer, he’s seen work published in Adweek, Huffington Post and The Telegraph.
